Hernan Galperin (Ph.D., Stanford University) is an Associate Professor at the Annenberg School for Communication at the University of Southern California. Previously, he was associate professor and Director of the Technology and Society Center of the University of San Andrés and co-director of the Master’s in Journalism and of the Master’s Degree in Management of Technological and Telecommunications Services in the same institution. Since 2005, he has been a member of the Directing Committee of DIRSI (Regional Dialogue on the Information Society), a research network on telecommunications and development in Latin America and the Caribbean. Galperin leads several research projects on regulation and the impact of new information and communication technologies on development. His articles have been published in the main international journals of the area, including Telecommunications Policy, Development Policy Review, Telematics and Informatics, The Information Society, and Information Technologies and International Development.
